Redevelopment of the Southeast Sector

Tuesday, September 16 2025

As part of its mission, the Westmount Historical Association includes the promotion of public awareness of our community’s heritage. Westmount City Council’s proposed zoning changes for the Southeast sector will affect the Atwater Library and Dorchester Boulevard. The position of the WHA is that any zoning change must respect and complement these two heritage components. A recently revised proposed zoning change would now permit a 20-storey building on St. Catherine Street adjacent to the Atwater Library, in spite of the Library’s heritage designation. Any development immediately adjacent to such an historic structure should not be detrimental to its heritage value. In addition, a housing development on the north side of Dorchester should be in keeping with the Victorian homes on the south side of the street.
